Paul Ebbutt

Development Officer (South)


Paul has spent 40 years in the Rail Industry with London Transport / TfL. He has been a PWI member since 1978 and a Fellow since January 2017. Paul is a Chartered Engineer (CEng) Fellow of ICE; Member I.Struct.E.; Member of Chartered Institute of Logistics & Transport (CILT).

Paul is a railway civil engineering with experience of tunnel design & construction, track / civils interfaces, light rail construction and maintenance and asset management. He has been involved in the following projects; Piccadilly Line extension to Heathrow, Docklands Light Railway, CrossRail, LU PPP and Northern Line Extension to Battersea.

Benefiting from the London Transport training scheme in the 1970s Paul was for many years an experienced mentor for other TfL graduates with their ambition to become chartered engineers and has been active in Professional Reviews with the PWI and the Institution of Civil Engineers ICE for a number of years. Paul has contributed to the development of the PWI Professional Registration scheme and as Vice President for the south he is on the PWI membership committee.

Paul is passionate about the development of others in the rail and construction industry and keen to provide an opportunity for all to achieve Professional Registration. As a professional development officer for the PWI, Paul is keen to help and develop PWI members on their journey to achieve Chartered Engineer status and is happy to advise on the options for Professional Registration with the PWI and he can assist with the preparation of applications.


Brian Parkinson

Development Officer (North)

I joined British Rail as a sponsored student in 1971 and subsequent posts included over 10 years in Permanent Way design and maintenance roles  and 4 years as a Resident Engineer. I spent the final 3  years up to privatisation with the InterCity East Coast Planning and Marketing team before joining Railtrack and then Network Rail. My roles with them included project managing major signalling schemes and linespeed improvements  and being sponsor for all asset renewals and enhancements in the Region. 

In 2007 I set up my own consultancy to provide support and advice which has included linespeed improvements, asset management and business development to Network Rail, Crossrail and both design consultant, contractors and outside parties.

I am a Fellow of the Permanent Way Institution and the Institution of Civil Engineers and I am particularly very keen to help guide engineers towards professional registration.
