    Differential speed limits are in place across the network. They allow specific rolling stock types to operate at a higher speed than the generally permitted speed at that location. Differential speeds recognise infrastructure constraints and characteristics, and differences between rolling stock. Having the right differential speeds in place makes better use of existing assets, and benefits passengers through shorter journey times and improved service reliability. However, there are variations in how the rules for differential speeds are applied, and the science and justification for existing rules is not always clear. This has led to uncertainty about applying differential speeds when new rolling stock is introduced. Railway Safety Standards Board (RSSB) has recently completed research that looked at the background for multiple unit and high-speed train differentials, and developed clear criteria for operators to classify rolling stock in terms of braking performance, track forces and route availability. Furthermore a business case model has been developed that demonstrates potential benefits for extending the use of differential speeds. These include increased revenue from shorter journey times, cost savings from better utilisation of rolling stock, and better performance from longer turn-rounds.
